The reference to the "Dark Ones" who crawled from their caves and walked the streets in daylight" may refer to a rumored conspiracy (spoken of only in whispers) that involves a sinister secret society of Garou and a clan of Leeches. The Purpose of this plot, or so my contacts theorize, involves discovering a way to blot out the light of the sun, bringing about a state of eternal darkness. Under these circumstances; even creatures to whom the light of the sun is inimical could walk freely under the sky during the daylight hours (though the word "daylight" might no longer apply in such a situation).
